v.label is in the GRASS source directory:
<source location>/grass-5.0.0/src/mapdev/v.label

There is a main.c and a Gmake file.

Obviously I am running grass 5.0.0. Your
version number may be different.

Descend into this directory and run the gmake5 -i
and gmakelinks5 -i.
