I have libpq-fe.h in /usr/include/pgsql , and postgresql-dev should be
the right package (but simply look at that file, with find or slocate).
./configure --help | grep 'postgre' also give
--with-postgres-includes=DIRS
(For me: --with-postgres-includes=/usr/include/pgsql/ )
