m.proj2 is working pretty well in GRASS 5.3/5.7. It could still use a
little work, so please report any problems.

Outside of GRASS, PROJ.4's cs2cs is pretty good (m.proj2 is really just a
GRASS frontend for what cs2cs does).  http://www.remotesensing.org/proj/
