[GRASSLIST:4437] New 'translations' mailing list (i18N)

Dear GRASS community,

to better support ongoing and upcoming translations of
GRASS, I have set up a new mailing list.

 http://grass.itc.it/mailman/listinfo/translations

Translation related issues may be discussed there
(how to start a new translation, how to merge 5.0 translations
into 5.7 etc).

This is an opportunity for non-programmers to contribute
as messages can be easily translated. No programming
skills required!
