[GRASSLIST:5904] How to set lat/long system for a target location?

Hi, 

I have a problem in setting a lat/long coordinate system for a new location.
Could somebody tell me how to set these parameters correctly? How to set the
resolution? I imported a downloaded map (State of Washington, USA) and then
transformed/rectified it into a target location setting with lat/long system.
But at last nothing was showed (the rectified file is only 4K). What is the
problem? Thank you.
