[GRASSLIST:6120] Access to PERMANENT folder

I'm having a problem accessing the PERMANENT folder in 'bash' (Grass 6.0cvs, cygwin setup.exe version 2.457.2.2). When i set up the location and mapset in bash and then press <esc><enter> i get the following error:

Sorry, no access to <<PERMANENT>>
Mapsets in location <spearfish>
--------------------------------------------------
PERMANENT   User1

Note: you do not have access to any of these mapsets
----------------------------------------------------------------------

I'm not sure what is causing this
