[GRASSLIST:8533] locale on cygwin

Hallo,

how to setup locale on cygwin? Simple export LANG=cs_CZ does not seem to
work :-/

Or: how to setup translations of GRASS in cygwin?

I hope, there are translations of GRASS in the cygwin-package?
