[GRASSLIST:703] Explanation of file formats

Can someone provide an explanation or an online link to the differences,  between rpm, cvs files.  This is probably very clear to those who have used GRASS for a long time, but for newbies I'm not conversant in these codes.

Which is the most appropriate GRASS release for cygwin installation?
