in gis.m it is present (r.mask instead of r.makmask).
Maybe the positions aren't obvious in the menu.

For d.m, you can modify it here (source code):
 gui/tcltk/d.m/menu.tcl
or in the binary:
 $(GISBASE)/etc/dm/menu.tcl
