[GRASS-user] attributes

Currently, I am working with cgiwin GRASS 6.1.  What I have done is imported a shape file using v.in.ogr.  Next, I have a csv file that lists the grid_ids and the population of each grid cell.  What I want to do is project the population above each grid cell in the shape file using nviz.  I do not know how to append in grass.  In Arcmap it is easy to just use join but can't find anyway in how to do it in GRASS.  Also, when I tried to project the shapefile using NVIS I waited 30 min and still nothing projected.  Is NSIV working with wingrass 6.1?
