Grass 5.4 has v.in.dxf. For 6.x you would need to build GDAL/OGR with
OpenDWG http://www.opendesign.com/

Workaround if you want to work with 6.x (recommended):
1.install Grass 5.4 
2. v.in.dxf
3. in 6.x, v.convert to import old Grass (5.x) vector into a new (6.x)
