[GRASSLIST:10795] Vector mapping by value

I have county vector files with FIPS code attributes and separate (ascii) data files have data in 
columns BY FIPS 
code. I want to use the FIPS code as an index to associate the appropriate data with the right 
counties and map the 
counties filled with colors depending on the data value. How is this done? I have never 
attempted this before…

What would be the recommended way of doing this kind of mapping?

Would this be any different using GRASS 6.0 vs GRASS 6.1?
