Install the xlibmesa-gl-dev and xlibmesa-glu-dev packages. (or
mesa-common-dev)

To find what Debian (or debian derivative) package contains a given file:
$ apt-file search gl.h

If you look at the .dsc file on the Debian package page it will tell you
all packages needed for a full GRASS build. (The build-depends line)
