You may refer to Helena, et. al, papers titled, "Interpolation by
Regularized Spline with Tension". They can be found on Helena's page
(under publications):

IIRC, it uses 3rd order finite difference weighted by reciprocal of
squared distance implemented in a 3x3 moving window.
