Helena,

Thanks for hint. I tried your suggestions, but the error remains the same. I
managed to create the location using EPSG 2036 in Grass 6.1. I have no idea
why it worked there and not 6.3.

that may be the problem - I have similar problem when using the  
projection definition
from a file - it cannot find it using the path I give it (I haven't  
tried to start GRASS
from the same directory where the file is or the one that is default  
- that may work),
