There is a web version of it

http://www.fao.org/sd/locclim/srv/en/locclim.home

And also, they have a document explaining how to access the data
through http protocol here:

http://www.fao.org/sd/locclim/html/en/interoperability.html

Just not sure if it's the so called newLocClim or an old version since
it's called only LocClim
