Raymond,
In my own opinion, I prefer to run GRASS on a Linux box because you
can play with scripting and installing other free GIS tools under
linux is more flexible than Windows - under Win you normally download
and run the pre-build binaries you find and that's all.
On Linux you can build your applications as you need.
But, if you need an easy GRASS installer for Windows, try QGIS -
http://qgis.org .
The latest 0.8 version of QGIS contains a GRASS interface. And despite
QGIS does not have all GRASS commands as buttons, it also contains a
shell that let you play with commands available - se
%QGIS_folder%\grass\bin\ for a complete list of available commands.
