There used to be a perl script to generate map-calc code which might do what
you are after.

   - Local maxima <http://les-ejk.cz/files/programs/local_max.pl> is a
   Perl script for r.mapcalc. It detects local maxima of the image.
   *Author:* Jachym Cepicky

    *Usage:*
    local_maxima.pl -i input -o output -s matrix_size|r.mapcalc


The link is stale, but the author is still alive, so he might have the code.
