No, not quite. A "series of segments forming a route" is a "way". You
speak about a "closed way" when the segments form a circle in the way
it's described in the OSM-wiki:
"Areas are the polygon of at least 3 segments in a row. The end of the
last segment has to connect to the start of the first."
The OSM-data-scheme doesn't really know "areas", so closed ways are used
to describe areas. There is a discussion wether the key "area" should be
defined to really make sure it's an area:
