I don't think so for MPEG-1. You might be able to do tricks like renaming
frames so every 10th image is a real one and the other 9 between are symlinks
to it, but I think for MPEG-1 you only get choices in the 25-30
frames-per-second range. (?)


mencoder will let you set the frame rate:
