This is how I do it (on a linux box):

(1) grass63 -text
(2) Name the location & mapset.  (Use underscores to clean the input
boxes).
(3) Confirm creation of location
(4) Confirm that you have the required info. 
(5) Answer question about projection: choose A (x,y) & confirm
(6) Enter description & confirm.
(7) Enter the edge info for the region (up-down arrows navigate,
underscore overwrites for cleaning input boxes).
(8) Enter the resolution info (default is 1, which for a 100 x 100
region gives 10,000 cells)
(9) Ignore projection and UTM zone.
(10) esc return & confirm.
(11) esc return to enter grass.

You now have a location and mapset to work with.

(I stole and saved this from a previous post on this list some time
ago - so thanks and apologies, I did not record who to acknowledge)
