You need to add the directory where the DLLs reside to the PATH
setting. Or copy the DLLs to the dist.<arch>/lib directory (or to
Windows' System32 directory).

FWIW, the above errors relate to building the HTML documentation, but
you'll get similar errors when running the programs.
