I may be dense but where did you click "Define Location"? I assume that
you used the startup screen.

I tried with current 6.4.SVN, no problem. I darkly remember that some tcl
and some EPSG lookup issues have been fixed.

Today we wanted to get out 6.4.0RC6 but got hit by bug #997 (see trac),
so this will be delayed - hopefully not much. Meanwhile you could
- try to use the weekly binary snapshot
- compile yourself (see Wiki for instructions)
