[GRASS-user] WinGRASS Requirements + Internet Explorer

in the standalone WinGrass-installer IE isn't hardcoded, instead the system default
browser is used, this can be IE, firefox or whatever.

GRASS_HTML_BROWSER=explorer <= set to system default browser

AFAIK the browser in osgeo4w-wingrass is set to IE.
