have you tried gdalinfo --formats on the osgeo4w-shell?
here on my computer, osgeo4w last updated in the middle of November, I get
gdalinfo --formats
[...]
GRIB (rov): GRIdded Binary (.grb)
[...]
and a little test with Grass64 delivered by osgeo4w in a wgs84-location:
r.in.gdal -e --verbose input=J:\download\30112010_0000\30112010_0000.grb output=testgrb
[...]
r.in.gdal komplett. Rasterkarte <testgrb.170> erzeugt.
r.in.gdal komplett. Rasterkarte <testgrb.171> erzeugt.
(Tue Nov 30 10:27:42 2010) Befehl ausgeführt (3 sec)
the grib-file was imported.
maybe can you update your osgeo4w and try it again.
