Check that you have both fftw and fftw-devel. These are available from 
the EPEL repo. BTW, why not use the packages already prepared from the 
ELGIS repo? They have 6.4.0 as stable, and 6.4.1 in the "testing" 
branch. If you enable both repos, then GRASS and all its dependencies 
should be no more than a 'yum install ...'
