in GRASS 7 it's possible, see

grass70 -text

 grass70 [-h | -help | --help] [-v | --version] [-c | -c geofile | -c EPSG:code]
	  [-text | -gui]
	  [[[<GISDBASE>/]<LOCATION_NAME>/]<MAPSET>]
...
   -c                             create given database, location or
mapset if it doesn't exist
...
