can you change manually (wit a texteditor) the file
 
C:\OSGeo4W\bin\grass64.bat and give us a feedback?

the last line from

   "%GISBASE%"\etc\init.bat %*

into

   "%GISBASE%\etc\init.bat" %*

or

   %GISBASE%\etc\init.bat %*
