It looks like x and y size of the pixels are simply different. See 
below. Hermann

gdalinfo reports:
Pixel Size = (0.500000000000000,-33.268000000000001)

grib_dump says:
   jDirectionIncrementInDegrees = 33.268;
   iDirectionIncrementInDegrees = 0.5;
