According to the all-knowing wikipedia:

The United States survey foot is defined as exactly 1200⁄3937 meter, approximately 0.3048006096 m

0.36 would be a 16% difference ..... need to find that reference, Rich - it just isn't right.  If you have an old paper quad sheet it specifies the 0.3048 conversion.
