Hi,

grass7 has a file called %GISBASE%\etc\env.bat, which contains
  set GRASS_PYTHON=%GISBASE%\extrabin\python.exe

so GRASS's version of python is always used.


grass6.x just has:
  set GRASS_PYTHON=python

so the first python.exe found on the system is used.
