Not sure I understand exactly what you are looking for, but have you 
looked at the toolboxes concept [1] for customizing the GRASS GUI ?

Or are you looking for a separate GUI just for the 3D viewer (wxnviz) ?

Something like a g.gui.nviz command [2] ?
