Well, according to lib/init/grass.py, "~/.grass7/.addons/bin" should always
be added to PATH while "~/.grass7/addons/scripts" should only be added on
non-windows OSes.

I can't really comment on the windows issue, but can anyone clarify the
usage of the "scripts" sub-directory?
