[GRASS-user] vector area classification from raster image: suggestions?

Hello, all.

I am trying to re-create a local zoning map from a shapefile of parcels in
my county, and per-city PDF documents with the zones. The boundaries of the
shapes are almost identical to the black lines in the PDF. My naive thought
was to export both to TIFF, and use one of the open-source image alignment
programs (EG, hugin's align_image_stack) to marry the zone map with the
grass region, and side-step manual georectification. But it doesn't look
like that will work, as I don't see a good way to export vector area
boundaries to a GeoTIFF.

Any suggestions? How have people solved similar problems in the past?



For clarity, here's a snippet of the vector shapefile data, and the PDF
with the zoning map.
