I finally found some time to get back at this. I now have Grass 6.5.0 running in Windows using the process at: <a href="http://trac.osgeo.org/grass/wiki/CompileOnWindows" target="_blank">http://trac.osgeo.org/grass/wiki/CompileOnWindows</a> Thanks to those who have been maintaining that information!<br>

A MinGW package was missing on the wiki page, my fault not yours. I've<br>
added it, get "mingw-runtime" and get "bin-utils" too while you're at<br>
it. Both are now on the wiki. Sorry for the error.<br>
