Let me clarify: I designated a placemark, then saved it as a
.kml file.

Can I import this into grass7.5svn with v.in.gdal?

What you want is v.in.ogr.
To check that your installation of gdal/ogr supports KML just do:
~$ ogrinfo --formats | grep -i kml
LIBKML -vector- (rw+v): Keyhole Markup Language
(LIBKML)
KML -vector- (rw+v): Keyhole Markup Language (KML)
