You may contact the English GRASS mailing and ask for users there

There is some i18N already in GRASS to provide multi-language
support. The next version 5.0.2 should contain support for
Russian language. Perhaps you could study that and provide
the .po files accordingly to the GRASS developers for upload
into the system.
BTW: Are you thinking of Hindi or another Indian language?
