[GRASS-web] Upcoming ibiblio mirror changes

ibiblio will be upgrading mirror services in the next few weeks.
First, could you please add jobbot1.ibiblio.org (152.19.134.30) to the
ACL for rsync?  The current client, login.ibiblio.org (152.46.7.122),
will be active until the migration is complete.

Second, we'll be moving the ftp mirror to
ftp://mirrors.ibiblio.org/grass.  Besides updating the mirror list
page, is there anything that needs to be done for the transition?
