[GRASS-web] Update MS Win download page to beta3 or make it universal

Hi,

the page

http://grass.osgeo.org/download/software/ms-windows/

says 7.0.0 beta2 not beta3.

However, the link anyway goes to (always current)

http://grass.osgeo.org/grass70/binary/mswindows/native/

so maybe there should be something like 7.0 plus instruction to get the
latest exe file. (Some people are confused by md5 files anyway, maybe
because msi installer files, so instruction could help.)

By the way, I think that the page(s)

http://grass.osgeo.org/grass*/binary/mswindows/native/

are strange anyway. Is there some possibility to simplify them and perhaps
align the style with the main web site (they would be more trustworthy
then). But this is different issue.
