It depends on what you need:
- using the special orienteering map symbology will require the work
of getting the symbols
- preparing the underlying data will definitely work.
I prepared myself contour lines from high resolution elevation models
for the orienteering map production.
GRASS GIS offers a lot for data analysis and visualization.
