[GRASS-web] new website: draft version

Hi,

I won't attend the code sprint unfortunatelly, as i will fly back on
saturday.

@Moritz @Vero,  i agree we could showcase and discuss this ongoing work in
a BoF, perhaps on 29th ?

@Luca, thanks for the report on the wrong GRASS green color, this can
easily be changed in the theme config file.

Btw, i started two pages that may help to build something consistent (to be
completed)
