Yes, that's correct. The $LOCATION must be constructed now.
In scripts the 'g.gisenv' is evaluated (see the scripts in
$GISBASE/scripts/). 

However, I didn't find any LOCATION in 
src/display/devices/windows/
so the problem will be different.
