IIRC, windows looks for DLLs in the current directory, %PATH%,
%WINDIR% and %SYSDIR%, so you would have to either:

a) add the directory which contains the DLL to the path, or

b) store the DLL in a directory which will be in the path anyway, e.g. 
$GISBASE/bin.

I think that b) is preferable.
