"euid" is Effective User ID, "euid != 0" means that the program isn't
running as "root" (the Unix "super-user", similar to Administrator or
System accounts on NT).
This appears to be a rough edge in the Cygwin port of the the X
server. It may suffice to create the directory /tmp/.X11-unix manually
beforehand.
