[winGRASS] Getting wingrass working with current postgresql

Anyone who has tried to install grass via cygwin recently is probably having
the problem where they get pq.dll not found errors.  As I understand it,
postgresql was upgraded to version 8 recently and grass can no longer find
it.  Until the next release of grass via cygwin comes out, here's how we got
it working:

1) Install grass (or grass-cvs) via cygwin.
2) Install gdal-grass (or gdal-grass-cvs) via cygwin if it hasn't already
been installed.
	At this point, gdal-grass will force an updated postgresql install
(version 8).
	(I was getting libgrass_gis.6.0.0.dll was not found errors, but that
may be because I've been trying to get a more recent gdal version
installed).
3) Downgrade postgresql to version 7.x (click next to the "keep" until you
find version 7.x).

This should work!  If this is a repeat of a former post, I apologize -- we
just spent an hour or so futzing with this tonight and couldn't find any
solutions on the web so I figured I'd spread the knowledge.
