I had a similar parts(n) problem with winGrass, it was an issue with my
PostgrSQL install

   1. Make sure the PostgreSQL install was good (possibly reinstall)
   2. Check the grass.bat file.  Make sure the 4th line matches your
   PostgreSQL installation location.  I had to modify the verision # to be:

set PATH=%PATH%;C:\Program Files\PostgreSQL\8.1\bin;C:\MinGW\bin
That took care of the problem for me.
