This is unlikely to be a GRASS issue per se; even so, if you told us
the actual message, and the circumstances in which it occurs, we might
be able to help. It would also help if you told us which GRASS package
you are using (e.g. version number, whether it's the Cygwin version or
the "native" version, etc).
