It looks like you are using a very outdated version of the GRASS windows 
binaries. Please download a more recent version (e.g. 6.3RC4) from here:

http://geog-pc40.ulb.ac.be/grass/wingrass/

and follow the instructions in the README file at the same address.

You should also read 
http://grass.gdf-hannover.de/wiki/WinGRASS_Current_Status to get an idea 
about current known issues with wingrass.
