In OSGeo4W it is present but probably not yet compiled:
http://download.osgeo.org/osgeo4w/release/regex/

If regex is common on all operating systems which we "support"
(Linux, Mac, Windows, Solaris, ..?) I'd vote for mandatory dependency.
