[GRASS-windows] Compiling grass 6.4 on windows Xp using OSGeo4W (ERROR: Could not determine External PROJ.4 version)

The compiler seems somewhat prone to crashing. This could be caused by
a bad compiler installation, incompatible system libraries, or a
hardware problem (for some reason, compilers seem to be more likely
than other progams to show up defective RAM).

Either way, it's not directly related to GRASS.
